This publication presents a study of “The Perks of Well Targeting Social Protection Program: The Impact of Kartu Prakerja Program on Mental Health”,which was conducted by the Institute for Economic and Social Research, Faculty of Economics and Business, University of Indonesia (LPEM-FEB UI). Using data from an online survey of 4,000 respondents during August-September 2020, this study examines the relationship between receiving Prakerja and various mental health indicators. The main findings of this study are as follows: enrollment Prakerja can reduce anger (21.02%), alleviate sadness (12.54%), and decrease anxiety (9.78%). Having stable mental health conditions could be advantageous for the worker to be more productive and get a better job in the future. This report documents the study visit by the Thai Parliament delegation to the Project Management Office Kartu Prakerja on Monday, June 24, 2024, in Jakarta, Indonesia. This visit was part of the official agenda of the Thai Parliament's Commission on Political Development, Mass Communication, and Public Participation, aimed at studying the reskilling and upskilling initiatives, as well as lifelong learning programs implemented in Indonesia through the Kartu Prakerja Program. Several aspects studied by the Thai Parliament delegation from the Kartu Prakerja Program included program design, user-centric approach, multi-stakeholder ecosystem and partnerships, governance & funding mechanisms, technology & API integration, as well as the Prakerja monitoring and evaluation system. This report contains the results of a rapid assessment study on the 2023 Prakerja Normal Scheme prepared by DEFINIT with support from the Asian Development Bank (ADB). The study aims to understand perceptions of satisfaction and business processes of the 2023 Prakerja Normal Scheme. Data collection was conducted from June 8-30, 2023 with a sample size of 2,972 recipients from batches 48-50 (February-March 2023). The results of the study show that the Prakerja beneficiaries gave a positive impression of their experience in registration, first training, and after the completion of training. This study was prepared by the Centre for Innovation Policy and Governance (CIPG) for the Asian Development Bank (ADB) as part of a qualitative impact evaluation study of the CARES program in Indonesia. The study used quantitative and qualitative approaches through desk research, online surveys, and interviews. The online survey was conducted on 385 recipients of the 18th batch of Prakerja (August 2021) spread across 8 districts/cities in West Java Province. Meanwhile, in-depth interviews were conducted with 10 selected respondents. This study also contains additional analysis related to program beneficiaries' perceptions of the achievements of the Pre-Employment Card in meeting sustainable development goals. The main results of this study show that Prakerja has succeeded in increasing knowledge (83%), increasing the ability to complete work faster (79%), and improving the quality of work (79%) of beneficiaries. This report presents the findings of the The COVID-19 Pandemic, Structural Transformation, and Training Program Outcomes study by Svara Institute for publication in the Economic Research Institute for ASEAN and East Asia (ERIA) Discussion Paper Series. Utilizing data from Presisi Indonesia 2022 Impact Evaluation online survey of 2,156 respondents, consisting of beneficiaries and non-beneficiaries, from 24 September-1 November 2021, this study is an extension study that analyzes the impact of Kartu Prakerja Program and internet access on competency, productivity, competitiveness, and entrepreneurial skills. The main findings of this study are as follows: For beneficiaries compared to non-beneficiaries, Prakerja is proven to increase competency (2.2%), productivity (2.7%), competitiveness (2.9%), and entrepreneurial skills (40,7%); Prakerja is also proven to increase incomes 15.6-17.6% higher than non-beneficiaries or around IDR 234,000-264,000 per month. This report presents the findings of the digital transformation and financial inclusion breakthrough study of Kartu Prakerja conducted by the World Bank and the National Team for the Acceleration of Poverty Reduction (TNP2K) Secretariat. The research on Kartu Prakerja combines quantitative and qualitative approaches. A telephone survey was conducted by SurveyMETER from October 6th to 25th, 2021, involving 1,000 Kartu Prakerja beneficiaries in 50 sub-districts spread across 50 districts and 25 provinces. In addition, the research team also conducted focused group discussions and in-depth interviews with several groups of Kartu Prakerja beneficiaries. The World Bank and TNP2K study found that Kartu Prakerja's experience provides many important lessons in updating Government-to-Person (G2P) payment mechanisms in Indonesia. According to the study, Kartu Prakerja is the first government program to implement a recipient-centered G2P payment system by introducing several new innovations. Kartu Prakerja's innovations include the implementation of a fully digital end-to-end program, from onboarding to incentive payments. This supports large-scale, fast, and transparent G2P payments. Executive Summary of Program Kartu Prakerja Impact Evaluation as a COVID-19 Recovery Program by Presisi Indonesia 2022 (Indonesian & English)
This report presents the findings of the Impact Evaluation Study of Program Kartu Prakerja as a COVID-19 Recovery Program, conducted by Presisi Indonesia in collaboration with the Fiscal Policy Agency of the Ministry of Finance, the Government of Japan, and UNDP Indonesia. Data collection was carried out through an online survey of 2,156 individuals, including beneficiaries and non-beneficiaries, from September 24th to November 1st, 2021. The response rate for this study was 11%, with a margin of error of 3%. The study also included qualitative analysis based on 188 in-depth interviews with various stakeholders within the Kartu Prakerja ecosystem. The main findings of this study are as follows: Kartu Prakerja can improve the beneficiaries' competencies (relative to non-recipients) by 74 percentage points (pp) (2.2%), productivity by 24 pp (2.7%), work competitiveness by 67 pp (3.8%), and entrepreneurial skills by 177 pp (48.5%). Kartu Prakerja also proves to increase wages (17-21%). Additionally, Kartu Prakerja is able to enhance financial inclusion and empower women. About 80% of beneficiaries opened their first bank account or e-wallet as they joined Kartu Prakerja. Women beneficiaries of Kartu Prakerja have shown an increase in their competencies by 96 pp (2.9%) compared to non-beneficiaries. Executive Summary of Kartu Prakerja Impact Evaluation by J-PAL SEA 2021 (Indonesian & English)
This report presents the preliminary findings of the Impact Evaluation Study of Kartu Prakerja conducted by Abdul Latif Jameel Poverty Action Lab (J-PAL SEA), under LPEM FEB UI. One of the impact evaluation instruments used in this study is the Endline Survey, which received responses from 47,750 Kartu Prakerja beneficiaries and non-beneficiaries during the period of August 16th to October 21st, 2021. The J-PAL SEA study found that Program Kartu Prakerja has proven to have at least four positive impacts on its beneficiaries in terms of employment, training and skills, food security, and financial services. Based on the study's findings, Kartu Prakerja beneficiaries have a higher likelihood of starting their own businesses (by 30%), finding new jobs (by 18%), and increasing their monthly income by Rp 122,500 compared to non-beneficiaries. They also have a higher chance (119.4%) of participating in training compared to non-recipients. This report presents the findings from the Gender Insights COVID-19 Digital Merchant Survey conducted by the World Bank, targeting 15,238 digital business respondents on the Shopee e-marketplace during the period of December 21st to 25th, 2020. The World Bank survey found that recipients of Program Kartu Prakerja have flexibility in allocating the benefits received, whether for capital, consumption, or savings when compared to other programs. This flexibility can be seen as an indication that at the individual level, the benefits received by online merchants who receive government cash aid can be optimally allocated based on their individual needs. This report presents the findings from a survey conducted by CSIS Indonesia on 2,000 beneficiaries of Program Kartu Prakerja in 2020 during the period of July 27th to August 2nd, 2021. The CSIS Indonesia survey found that 86.7% of the beneficiaries used the post-training incentives to purchase groceries/food supplies, while 42.4% used them to boost their business capital.
